Whilst not strictly part of the Neighbourhood Plan activity, this HDC Planning Committee Meeting considered the revised outline planning application submitted by William Davis Ltd and the Trustees of the Late Jessie Dixon for up to 48 dwellings on land off Winckley Close.

The planning committee voted in favour of approval of this application.

"On 22 December 2016 the inspector appointed by the Secretary of State for Communities and Local Government issued his decision in respect of an appeal made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant outline planning permission [for 48 dwellings] in respect of land off Winckley Close, Houghton."

Six residents spoke to oppose the application; Ian Hill represented the Parish Council as first speaker and was followed by Alan Mangham, Sarah Nicholson, Sinéad Mooney, Deviesh Raikundalia and Alan Wells.

The planning committee voted 6 against and 4 in favour, with 1 abstention, and the application was thus refused.

A Neighbourhood Plan Information Session was held in the Village Hall Club Room on Saturday 23rd January 2016 from 10am - 2pm. Further details can be found here.

While not strictly part of the Neighbourhood Plan activity, this planning committee meeting considered the outline planning application for 32 dwellings on land north of Stretton Lane.

Six local residents spoke to oppose the application, with Ian Hill representing the Parish Council as first speaker. The following speakers from the Hands off Houghton Group each talked about different areas of objection to the application; Tony Bentley, Frank Clark, Michael Hopkinson, Paul Swan and Simon Thodey. The planning committee voted unanimously to reject the planning application.

After this date, barring major objections to the area, then HDC will formally designate the Area and the NP process formally begins. The Parish Council is then eligible for grants for funding to assist in the preparation of the plan.

Stephen Pointer and Matthew Bills of HDC met with members of the two PCs. The meeting started with a brief tour to view the area of Hungarton parish from Covert Lane and the Scraptoft boundary up to Houghton, at the allotments and Ingarsby Lane. There was then a general discussion and an agreement that both PCs would consider a proposal for an agreed NP area boundary, and would develop a protocol for mutual consultation. This proposal would have to be considered at the next meetings of each PC, which would follow the May 7th elections.

Huw Francis and Ian Hill met with Stephen Pointer and Helen Chadwick of HDC in HDC offices. The issue of the appropriate area for a Houghton Neighbourhood plan was discussed. HDC were of the opinion that Houghton could not have a viable NP area bounded by the parish boundary, and would have to include at least some of the Hungarton parish area to the immediate north-west of Houghton village. HDC undertook to arrange a meeting to discuss this with Hungarton PC.

Houghton PC discussed the outcome of the meeting the previous night with Hungarton PC representatives. They agreed it would be useful for Huw Francis and Ian Hill to seek a meeting with HDC to clarify aspects of the determination of NP areas.

The PC also approved the draft constitution and Terms of reference of the NPWP, making one small alteration to the remove any stated limit on the number of members.

Huw Francis, Ann Sleath and Ian Hill met with representatives of Hungarton Parish Council just before the Hungarton PC meeting. Huw had outlined the progress the Houghton NPWP had made to date and explained that Houghton would welcome an opportunity to discuss the implications of part of Hungarton Parish being included in the Houghton Neighbourhood Plan Area. Hungarton PC were sympathetic in principle to this but not unreasonably did not wish to commit themselves before they'd separately had an opportunity to discuss the matter among themselves.

At the PC meeting the Neighbourhood Planning Interest Group was discussed and the following decisions made:

1. The group be formally constituted as the Neighbourhood Planning Working Party of Houghton PC.

2. The draft constitution and Terms of reference submitted by the Interest Group were reviewed and regarded as broadly suitable, but passed back for any further review at the next Working Party meeting (26th February) and then to be reviewed again at the March PC meeting.

The working Party can now formally proceed to start work on the neighbourhood plan.
